Is there a limit to AutoComplete?

Can an administrator restrict the use of the AutoComplete feature for end users? I know that each user can close it manually, but because of the special business, there can be no risk. So I want a one-time ban.

When I choose to send a file as an attachment in excel (or word for that matter), it opens up old Outlook, instead of Outlook (New) I have tried to change the default app in settings but to no avail. Any suggestions how to fix?
