An ITypeDescriptorContext that provides a format context.

- CultureInfo
A CultureInfo that specifies the culture in which to represent the number.
- value
- Object
The object to convert.
- destinationType
- Type
The type to convert the object to.
An object that represents the converted value.
The ConvertTo(ITypeDescriptorContext, CultureInfo, Object, Type) method converts a valid value of 0 to the string "Infinite". Other values are handled by the base class, Int32Converter.
