Is this behavior normal?

I set up an active directory in 2025 (fully patched).

I joined a windows 11 24H2 to this domain (fully patched).

When I launch the server manager on the Windows 11 24H2 with the "run as another user" with a domain administrator account everything goes well...

But when I link a GPO on the organizational unit that includes the machine, I have another request for the password of the account on which I am logged in!!!!

The GPO adds different accounts as administrators of the machine and it uses restricted groups.

Is this behavior normal?

    I reinstalled the virtual machine again and again and I still have the same problem....

    I tested a lot before posting on this forum (not crazy).

    But I'm setting up another AD...

    And I think I'm going to have the same problem...

    I am sorry, I cannot see "Run as a different user" option on client with RSAT tool, but I can see the "Run as a different user" option on Domain Controller.

    And I have done another test in lab. When I click "Run as a different user" by right clicking Server Manager and provide normal domain user account in domain users group, I can open server manager, and when I link GPO, I have no permission below.

    When I click "Run as a different user" by right clicking Server Manager and provide normal domain user in domain admins group account, I can open server manager, and when I link GPO, I have permission below.

    You can try different domain accounts (domain user and domain admin) when you click the "run as another user".

    Yes it's "Run as a different user"...

    I retested on a new domain without GPO other than the default one and I still have the same problem...
