Firstly, please confirm type of subscription which are you using Pay-As-You-Go or Free trial or student account?
If using an Azure trial subscription or a student subscription, it is not possible to deploy the NC-series A100. Once you upgrade to a paid plan, you may need to request a separate quota increase for GPU resources.
