Sync content between two web applications

We have two web applications in our SharePoint On-prem server. We are planning one application A as our test and development environment for only internal access and another one B is used to allow public access. We need to sync all contents and changes in B to A dynamically. Could you please give us any suggestions?

    As per my knowledge, with OOTB features we cannot dynamically sync contents between two different web applications. I would suggest you use Third-Party Tools like AvePoint, ShareGate, or Metalogix.
