Connectivity via Standard Load Balancer requires that you implement either an NSG or Azure Firewall on the path to the target VM. Follow https://learn.microsoft.com/en-us/azure/virtual-network/manage-network-security-group?tabs=network-security-group-portal to create an NSG and associate it with the NIC of the target VM
