Can't verify phone number ?

Hi, at a complete loss here, I have spent since last Friday (6 days today) trying to get a sign up to azure so I can use the dev api for one drive.

Every time I speak to support I go through the steps of : Go onto mobile data/incognito, make a new email (I have 10 new outlook emails now) then sign up, it always ends with the same verify phone number, I have tried my personal phone number, my business phone number and friends and families phone numbers and none of them allow me a SMS verification. I spent 2 hours on the phone to be told that you will have to raise a support ticket via azure, I thought okay thats fine, I go to portal.azure.com to raise a ticket, guess what ? I can't raise one as my account doesn't have any active subscription....

Can someone please provide me some help ? I see this is an ongoing problem.

"We're unable to validate your phone number" I have tried all the techniques of using a phone, mobile data, laptop, incognito, different emails and phone numbers...
