Please open a free support ticket here: Contact Us. Select Developer, Student and Startup Programs -> Windows Developer Center-> App Management in the support page.
You could talk to the store team directly and confirm this behavior. The store team could check the status of your account in the back end.

An released10 Games already with that UWP Xbox Live Creators Program and the Support of Partner Center wrote need contact ID@XBOX but thats not for ID@XBOX its Xbox Live Creator Program for UWP games not ID@XBOX.
